Impact FeesA change in state law now makes homeowners, rather than developers, responsible for "impact fees." Impact fees are imposed by cities, villages, towns or sanitary districts to fund services to accommodate new development.
Developers and buliders have previously paid the impact fees, which had been imposed prior to construction. Under a recent change in Wisconsin law, homeownerse pay the fees which cannot be imposed until a building permit or occupancy permit is issued.
